After being forced to abdicate the Margraviate of Montora in favor of his son Franklin, Frank Nyman moves to Gustav on the planet New Stockholm to develop his business - Nyman Trans-Space. He needs a fresh start, but is unable to leave behind the deaths he feels responsible for, particularly the death of his wife, Wendy. Whether by force of habit, or sheer force of will, Frank builds the businss and adds to his fleet of starships.

Life is complicated by the casual governance in Gustav. The city services are provided by the local criminal syndicates, in what amounts to a protection racket. Admiral Krause compounds Frank's discomfort by ordering him to maintain a low profile in Gustav and not make waves. Frank cannot determine if Krause is a friend or an enemy.

Frank is forced to take an active role in shaping the future of New Stockholm, but wrestles with his feelings of guilt over his past, and deaths he has caused.
